In a sample of 2,055 people, researchers found MRSA in the noses of 20% of long-term elder care patients. Children and adults who had close contact with the two patients have been treated with antibiotices.&lt;br /&gt;&lt;br /&gt;County officials have not released whether or not the two patients went to the same school.&lt;br /&gt;&lt;br /&gt;The meningococcal vaccine protects against four of the five major meningococcal serotypes, including the Type C variety responsible for the two cases in Tehama County.&lt;br /&gt;&lt;br /&gt;The state is recommending that children 2-years and older receive this meningitis vaccine and that children older than 11 not receive the vaccine.&lt;br /&gt;&lt;br /&gt;According to Public Health, persons are at increased risk of contracting meningitis if they are in close contact with someone with meningococcal disease. Wear long pants, long sleeves and socks when you are in wooded areas.  Use insect repellent with Deet in order to keep ticks off.  Also, keep as many leaves as possible out of your lawn since ticks seem to thrive in fallen leaves.&lt;br /&gt;&lt;br /&gt;Next, when you come inside be sure to conduct regular tick checks at least once a day and to properly remove ticks as soon as they are discovered.  The best way to remove a tick is with tweezers.  Grab hold of the tick as close to your skin as possible and pull up in one motion.  Check to make sure that all parts of the tick have been removed from your body.&lt;br /&gt;&lt;br /&gt;People who regularly enjoy the outdoors or who live in a place with a high incidence of the disease, such as the Northeast United States, should be aware of the symptoms of the disease.  Many, but not all, people who contract Lyme Disease get a red circular rash at the site of the tick bite. In some cases, treatment of bacterial meningitis is delayed until too late.&lt;br /&gt;&lt;br /&gt;So, what obligation should first responders, such as police officers, have in recognizing the symptoms of bacterial meningitis? This question is among the issues raised by a Pennsylvania widow who blames the state police for her husband’s death from meningitis.&lt;br /&gt;&lt;br /&gt;Yaffa Brautigam claims that the inaction on the part of the police officer led to her husband’s death. Her husband was home alone with their three sons, ages 7-10, when he became ill. The children became concerned and tried to reach their mother who was overseas at the time. The middle child decided to walk to the grocery store and was found by a neighbor. The neighbor called 911 and a state trooper responded the call.&lt;br /&gt;&lt;br /&gt;According to the family, the trooper came to the house and talked the boys about not wandering in the streets. He then allegedly looked in on their father who could only raise his head and moan. The trooper left and three days later the man died of bacterial meningitis.&lt;br /&gt;&lt;br /&gt;The widow has filed a complaint with the state police claiming that the officer should have realized that her husband was gravely ill and called an ambulance. She also plans to file a lawsuit against the state police for their inaction so that a tragedy like this does not happen to another family.&lt;br /&gt;&lt;br /&gt;The state police report that troopers are trained in first aid and CPR but are not trained in the symptoms of infectious disease. Shana’s mother, Madeline Wasserman, started the Shana Foundation in her daughter’s memory. &lt;br /&gt;&lt;br /&gt;&lt;strong&gt;The mission of the Shana Foundation is to raise awareness about the danger of bacterial meningitis.&lt;/strong&gt;&lt;br /&gt;&lt;br /&gt;To that end, the Shana Foundation unveiled a new plaque at the Monmouth Medical Center Emergency Room on June 25, 2008.  The plaque is designed to help emergency room staff follow proper protocols and take appropriate actions if they suspect a patient has bacterial meningitis.  Specifically, the plaque has something of a flow chart on it that will help doctors follow all appropriate steps in diagnosing this disease.  The plaque was designed by Dr. Allan Tunkel, Chairman of the Department of Medicine at Monmouth Medical Center.&lt;br /&gt;&lt;br /&gt;The Shana Foundation has also talked to the New Jersey legislature about including the warning signs of bacterial meningitis in the public school curriculum. They continue to hold fundraisers and plan public awareness campaigns. That is because most do not realize that meningitis can lead to a fatality.  This news alone can be very disheartening and downright frightening.  Yet, much of this feeling of fear can turn it into out right resentment when it is discovered that it was a hospital error that led to the development of life threatening meningitis.  Such was the case of Anne Ryan, a 19 year old University of Penn sophomore who passed away from &lt;a href="http://www.upenn.edu/gazette/0308/gaz90.html"&gt;bacterial meningitis&lt;/a&gt; after the University of Pennsylvania misdiagnosed her illness.&lt;br /&gt;&lt;br /&gt;The death of this woman was avoidable. This is because there was ample evidence that she was suffering from meningitis. This evidence was available in her blood samples which showed she was suffering from a bacterial infection.  However, the diagnosis was that she was suffering from an infection that was not serious.  Within 24 hours, Ms. Ryan became grievously sick and was rushed to the emergency room.  At this point, it was obvious she was suffering from a severe meningitis infection.  Sadly, it was too late to do anything.  Ms. Ryan passed away soon after. This situation illustrates that life is not only precious, but it can be fleeting as well. This was a situation that could have been avoided had the hospital done its job more effectively.&lt;br /&gt;&lt;br /&gt;While nothing can bring this young woman back to life, hopefully, any judgments against the hospital will lead to this hospital as well as other hospitals being more diligent in their screening for &lt;a href="http://www.monheit.com/meningitis/index.asp"&gt;meningitis&lt;/a&gt;. Meningitis is not a minor condition.  It is a life threatening one that requires extreme deliberation and care in order to treat. Hopefully, this suit will lead to an increased quality of care across the board. The superintendent did this as a heads up and to quell gossip and panic. She also noted the differences between the more serious bacterial meningitis and the more common and easily spread viral meningitis.&lt;br /&gt;&lt;br /&gt;She said the symptoms for viral meningitis were fever, headache, stiff neck, red rash, nausea, vomiting and drowsiness. Baker&lt;br /&gt;Patient Safety Authority&lt;br /&gt;(717) 346-1092&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Patient Safety Authority Issues Annual Report for 2007&lt;br /&gt;&lt;/strong&gt;&lt;br /&gt;The Authority in 2007 developed and began implementing a Strategic Plan while facilities continued to use guidance in Patient Safety Advisories to improve patient safety while implementation of Act 52 to eliminate infections in hospitals and nursing homes began&lt;br /&gt;&lt;br /&gt;HARRISBURG: The Pennsylvania Patient Safety Authority released its 2007 Annual Report today outlining its Strategic Plan that aligns its activities more closely with its educational and quality improvement mission. Also, facilities increased reporting and continued to make changes based on guidance in Patient Safety Advisories.&lt;br /&gt;&lt;br /&gt;"The Patient Safety Authority had a full year last year and this year will be just as active if not more so," Mike Doering, executive director of the Pennsylvania Patient Safety Authority said.&lt;br /&gt;"The initiatives in our Strategic Plan once fully implemented will help to improve patient safety in Pennsylvania."&lt;br /&gt;&lt;br /&gt;The plan increases the Authority’s focus on education and collaboration and identifies several multi-year initiatives, some of which were developed based on feedback from focus groups held with Pennsylvania Patient Safety Officers. Selected initiatives are aimed at educating Boards of Trustees in their role in promoting patient safety, creating an online forum for more routine sharing of best practices and lessons learned among Patient Safety Officers and creating a Patient Safety Liaison pilot program that will offer healthcare facilities on-site education or quality improvement assistance from the Patient Safety Authority.&lt;br /&gt;&lt;br /&gt;Other immediate plans for the Authority include hiring a Director of Educational Programs. The Director of Educational Programs will direct the Authority’s statewide and regional education and training programs and help develop educational materials for facilities to utilize. This person would also supervise the regional Patient Safety Liaisons.&lt;br /&gt;&lt;br /&gt;"Many Patient Safety Officers have asked for more of a presence from the Patient Safety Authority to help them implement patient safety initiatives," Doering said. These new Authority employees will work with facilities on a more individual basis to help them achieve their patient safety goals."&lt;br /&gt;&lt;br /&gt;Doering added that several of the initiatives require collaboration with other healthcare and state entities.&lt;br /&gt;&lt;br /&gt;"We’re working with the Hospital and HealthSystem Association to implement a pilot program to educate hospital trustees and top-line management and we’ve been working with the Department of Health, Governor’s Office of Healthcare Reform and Pennsylvania Healthcare Cost Containment Council to implement Act fifty-two to reduce and eliminate healthcare associated infections," Doering said.&lt;br /&gt;&lt;br /&gt;Through Act 52 the Authority established a 15-member panel of infection control experts throughout Pennsylvania. The panel has been instrumental in providing guidance for the Authority and Department of Health in determining the reportable infection events for hospitals and nursing homes. The Authority plans to use the panel to assist in identifying training and education activities that will reduce and eliminate healthcare associated infections.&lt;br /&gt;&lt;br /&gt;Another initiative in the plan will allow Pennsylvania’s Patient Safety Officers to share best practices and other information through a confidential electronic forum so they can learn from one another more directly.&lt;br /&gt;&lt;br /&gt;"So many facilities are developing and implementing great programs to improve patient safety," Doering said. "Our goal is to help them share the information instead of having each facility reinvent the wheel."&lt;br /&gt;&lt;br /&gt;The Authority will also work towards improving the consistency in the number of reports received through PA-PSRS. The data in the 2007 Annual Report shows that there is substantial variation in the number of reports submitted by different healthcare facilities. While a vast majority of hospitals are reporting Serious Events (events that cause harm to the patient) and Incidents (events that do not cause harm to the patient); the volume varies greatly from facility to facility.&lt;br /&gt;&lt;br /&gt;Doering said the Authority believes the main reason facilities are reporting inconsistently is because there are differences among them regarding how to interpret language in Act 13 as to what is reportable. He added that the Authority will work with the Department of Health, which is the state regulator of reporting, to offer facilities more guidance as to what should be reported to bridge the gap in facility reporting levels. The inconsistency is of concern to the Authority.&lt;br /&gt;"These differences in reporting by different types of facilities is concerning for several reasons," Doering said. "If events aren’t reported, we may be missing opportunities to share information that could help to prevent similar events from happening in other facilities."&lt;br /&gt;&lt;br /&gt;"Another concern is that when facilities have different interpretations of the Serious Event definition, a patient who would receive written notification if they were harmed in one facility might not be notified if they were in another facility," Doering added. "It is important for open communication to occur between the patient and provider when a Serious Event occurs so that everyone understands what happened."&lt;br /&gt;&lt;br /&gt;He explains that according to Act 13 when a Serious Event occurs in a facility the patient that suffered from the Serious Event must receive written notification from the facility explaining what happened. The provision was added in Act 13 to encourage providers to communicate more openly with their patients.&lt;br /&gt;&lt;br /&gt;Doering said many facilities have been asking for further guidance about reporting. The Authority has provided facilities with program memoranda to help them interpret what should be reported. (e.g. Facilities should not consider an event as not reportable simply because it is listed on the patient consent form as a possible occurrence.)&lt;br /&gt;&lt;br /&gt;Since these efforts have not proven to substantially decrease reporting variability, Doering said the Authority has made standardization a goal in its 2007 Strategic Plan which can be found on page 14 in its annual report (link below).&lt;br /&gt;&lt;br /&gt;To accomplish this goal, the Authority will do the following:&lt;br /&gt;&lt;blockquote&gt;• We will work with the Department of Health to explore both organizations’ interpretations of Act 13 requirements, with the goal of providing interpretive guidance that can be used by facility Patient Safety Committees and Department of Health surveyors.&lt;br /&gt;• We are working with healthcare facilities in the Delaware Valley through the Health Care Improvement Foundation to improve reporting consistency for selected types of events.&lt;br /&gt;• We will give guidance to healthcare providers on disclosure of adverse events to patients and their families.&lt;br /&gt;• We will perform a comparative analysis of healthcare facilities that are high-and low-volume reporters in an effort to determine what organizational characteristics encourage a greater level of reporting. The student claimed to have contracted it from the Center for Physical Activity but officials have not confirmed.&lt;br /&gt;&lt;br /&gt;The director of student services said that the student could’ve gotten it from anywhere – a roommate, a bench at the mall, a public restroom. The student is fine now.&lt;br /&gt;&lt;br /&gt;People who have healthy immune systems can be treated.&lt;br /&gt;&lt;br /&gt;The director of the Center for Physical Activity said the facility is kept clean through multiple ways and students should help in keeping the complex sanitary by using available hand gels and sanitizers. MRSA can breed in public places, and people with open wounds should be conscious of that.&lt;br /&gt;&lt;br /&gt;The recreation setting is an excellent place to spread MRSA. Bathing after a workout and before going anywhere else is a good idea, lest the sweat from a person’s body be left on other surfaces.&lt;br /&gt;The towels available at the Center for Physical Activity are washed in a high concentration of bleach to kill any bacteria. The pool in the CPA is filtered by a computer system, which is more efficient than relying on human judgment. Water in the pool is turned over every six hours.&lt;br /&gt;&lt;br /&gt;Student workers at the CPA are taught how to properly and safely disinfect surfaces. The facility mandates that its student workers wear disposable rubber gloves when cleaning.&lt;br /&gt;&lt;br /&gt;There are hand sanitizers on the walls, disposable sanitary wipes, and a bin to discard used towels.
